Product Management focus on Outcome over Output.
Product Management focus on Customer value and not on features.
 
The role of Product Managers is to solve the problems of their customers. Hence, it is important to focus on the outcome of each feature that is to be added to the product backlog. The product manager needs to prioritize outcomes and not features. 
Outcomes are Increasing the User adoption rate, user engagement or retention rate. 
Output can be no. of user stories & features delivered, no. of defects fixed. 
 
The outcome is the impact to the customer’s problems and increase in customer value.  
 
The output is measured by Project managers and it is needed to ensure the delivery is on time and mitigate any risks in the product development phase. 
 
If Product Management focuses on output over the outcome, then there is this problem of feature factory. Features are built but customer value is missing. Hence, Product Management focus on Outcome over output.
